The Finnish gambling system is undergoing a significant transformation. According to Prime Minister Petteri Orpo’s government program, Finland will adopt a licensing model at the start of 2026. This change will open online casino games (including online slots) and betting to operators beyond the state-owned Veikkaus Oy.
The Finnish Gambling System
Currently, Veikkaus Oy holds the exclusive rights to operate gambling activities in mainland Finland, while PAF handles gambling operations in Åland. Gambling in Finland is regulated under the Lotteries Act (Arpajaislaki).
Since January 1, 2017, Finland’s gambling landscape has been centralized under Veikkaus Oy following the merger of three entities: the Slot Machine Association (Raha-automaattiyhdistys, RAY), Veikkaus Oy, and Fintoto Oy.
Gambling Outside the Monopoly
While Veikkaus has a monopoly on gambling in Finland, there is no precise data on the volume of gambling conducted outside this system. Various estimates have been made:
€520–590M The Finnish Competition and Consumer Authority (KKV) estimated that gambling outside the monopoly amounted to €520–590 million in 2021.
€300M The National Police Board’s lottery administration suggested a figure below €300 million.
€500–550 The Ministry of the Interior’s working group in 2023 suggested a range of €500–550 million.
What Does the Licensing Model Mean?
Under the proposed licensing system, international operators will be able to apply for licenses to provide online betting and casino games in Finland. The goal is to bring these activities under regulated oversight, ensuring compliance with Finnish laws and enabling the government to collect taxes from these operators.
This transition represents a significant step towards modernizing Finland’s gambling framework while addressing unregulated gambling markets. The changes are set to come into effect at the beginning of 2026, marking the start of a new era for the Finnish gambling industry.
